There are very many situations that would cause someone to have a lot of difficulty in paying the bills that are supposed to be paid every month. A probable reason could be because you have so many responsibilities in that you are not able to meet all of them or you have so much responsibilities and the job that you have does not meet the requirements of your monthly bills. Another reason could be because you are disabled and due to that, you are not able to work long enough to make money to meet the requirement of your bill. If you are disabled you might be eligible for the Housing Benefit. This is because you have just cause of not being able to work a lot of hours so that you can make ends meet. Even the people who earn less are also eligible for the benefits because it is well known that not everyone is able to make ends meet. So if you are in either of the predicaments, then you can apply for the benefits.
